Alexia Kountouri

ALEXIA KOUNTOURI was born in Limassol, Cyprus.

Alexia graduated in law from the Rheinische Friedrich Wilhelms University of Bonn, Germany in 1998. In 1999 she was admitted to the Cyprus Bar . Alexia ‘s practice is focused on public law, including administrative law, competition law, data protection law, constitutional law and legislation drafting. Since May 2004 when the Tenders Review Authority was established in Cyprus, following an obligation due to the accession of Cyprus to the European Union, Alexia has focused her practice in the field of public procurement law and was actually the first lawyer in Cyprus to bring a case before the TRA.

In the past decade, Alexia has handled many cases before the TRA acting in many of them on behalf of some of the major construction companies of the island, on behalf of international and local pharmaceutical companies, international and local information technology companies etc. Alexia has also defended semi-governmental organizations such as the Cyprus Ports Authority and the Limassol Sewerage Board in cases before the TRA. Alexia’s expertise in public procurement law also includes review of tender documents, drafting of tender documents on behalf of contracting authorities and advice at the early stage of the tender submission and tender evaluation. Alexia has also extensive experience in handling cases before the Supreme Court of Cyprus both at first and second instance in the field of public law.

In 2010 Alexia was accepted as a member of the United Kingdom Procurement Lawyers Association. She is the author of legal publications in English and local magazines on public procurement law and in year 2016 she was invited by the World Bank Group amongst a select number of public procurement experts and practitioners in Cyprus to participate to the Benchmarking Public Procurement 2017 global project.
